The Organization for the Prohibition of Chemical Weapons imposes sanctions on Damascus … and Russia warns
The Russian permanent representative to the Organization for the Prohibition of Chemical Weapons, Alexander Shulgin, warned of the organization’s decision to impose sanctions against Damascus, at a time when the organization is preparing to vote on a French project to impose sanctions on the Assad regime for not complying with the organization’s decisions.
In a speech delivered during a conference of the member states of the organization, Shulgin said that adopting the draft resolution that stipulates suspending the “rights and privileges” of Damascus within the organization, “will set a dangerous precedent and lead to a major division” within its ranks.
He considered that this consequence would reflect very negatively on the prospects for the global system of non-proliferation and disarmament, calling on countries “genuinely interested in the fate of the organization” to make a “deliberate and sound choice” during the vote on the draft resolution to be held on Wednesday.
The Russian delegate claimed that Western countries create a mechanism within the Organization for the Prohibition of Chemical Weapons to discredit the governments that they do not like, explaining that the scenario used for this purpose begins with organizing provocations by Western-funded NGOs in reference to the “White Helmets”, then the Western media

Shulgin explained that these moves culminated with the introduction of a draft resolution on Syria “which has no precedent in the history of the organization and the Chemical Weapons Treaty, as it provides for the suspension of a number of rights and privileges in this country.”
